Spring start-up is the audit
A winterization cannot be verified in winter. The system is drained, depressurised, and idle - there is nothing to observe.
The audit happens at start-up, when the system is repressurised and every weakness declares itself at once. If you inherited a property, changed contractors, or have doubts about last autumn's visit, start-up is where you find out.

Symptoms and what each one means
Each failure mode has a distinctive signature.
- Water weeping from the backflow assembly. A cracked body or split internals - the classic freeze failure. It is also a compliance issue, since the assembly will not pass its annual test in that condition.
- A head that pops up but sprays in a distorted pattern. Cracked head body or degraded seal. Common where a DIY blowout ran a zone dry too long.
- A zone that never reaches full pressure. A split lateral leaking underground. Look for an area of ground that stays soft or greens up faster than its neighbours.
- A zone that will not shut off. A cracked valve body or a diaphragm damaged by freezing.
- A whole section dead with no visible leak. Usually a mainline break, which indicates a severe or prolonged freeze reached depth.
The pattern to notice: a symptom confined to one zone points to laterals or heads; a symptom affecting everything points to the mainline or the point of connection.
Why partial winterization is the usual cause
Systems rarely fail because nobody winterized them. They fail because somebody winterized most of them.
A blowout that clears the main turf zones and stops leaves water in whatever was skipped - a drip zone on its own valve, a lateral to a far bed, a hose bib tee, a low point where pipe dips under a walkway. Those crack, and because the visible zones cleared fine, the homeowner reasonably believed the job was finished.
Two Arlington-specific factors make this more likely. Compact lots with substantial hardscape produce more zones per square foot and more short laterals, each needing individual clearing. And mature tree roots shift pipe over time into inconsistent depths and grades, creating low points that hold water a rushed pass will not clear.
The backflow assembly deserves its own inspection
It is the first component to freeze and the one with a regulatory dimension attached.
Northern Virginia jurisdictions require the assembly on an irrigation connection to be tested annually by a certified tester, with results filed with the water authority. The obligation runs with the property rather than the owner, so buying a house with an existing system transfers it to you.
A freeze-damaged assembly fails that test. So the sequence is: skipped or partial winterization produces a cracked assembly, the cracked assembly fails certification, and the failure becomes a notice from the water authority rather than a discretionary repair.

Getting ahead of next winter
Two practical measures reduce the odds of a repeat.
Have the system mapped. A zone map showing valve box locations and identifying which zones are drip turns a shutdown from exploratory into procedural. Most partial winterizations trace back to a technician working blind on an unfamiliar system.
Book earlier than feels necessary. The deadline is set by the backflow assembly, which needs only one freezing night with water inside - not by the ground freezing. That is materially earlier than most homeowners assume.
